US President Donald J. Trump in his election campaign promised to renegotiate the North American Free Trade Agreement (NAFTA) which was implemented in 1994 with its partner Canada and Mexico, in order to get a better trade deal. The latest talk may result in further cooperation between the US and Mexico in both the upstream and downstream energy sectors. US Secretary of Energy Rick Perry and Mexican Energy Minister Pedro Coldwell announced a new North American energy strategy at a July 13 meeting in Mexico City that will "ensure security, stability and economic growth for both countries." The strategy, which would also include Canada, would include the easing of regulations and permitting to facilitate cross-border infrastructure projects and expansion of a carbon capture program. Given the ongoing problems with Pemex refineries in Mexico, the country has become more reliant on US refined product imports to meet local demand. Cross-border energy commerce between the two countries reached $39B in 2016, as approximately 58 of all US natural gas exports and 48 of refined product exports moved to Mexico.
