US refiners continue building capacity, but global rationalization is coming.

According to the US Energy Information Administration (EIA)'s annual Refinery Capacity Report, operable atmospheric crude distillation capacity in the US stood at 18.6MM b/d on Jan. 1, 2017, up 1.6% on the year. Most of the increase was accounted for by expansions of existing facilities, as only one new unit—Magellan Midstream Partners' 42.5K-b/d condensate splitter in Corpus Christi, Texas—was reported as adding to atmospheric distillation capacity. Among secondary units, the report said, the largest increases in total capacity nationwide were seen by deasphalting units (6.1%) and catalytic hydrocracking (4.5%).
