The HSE has launched a new five year strategy for improving health and safety standards in the UK. The HSE's chair, Judith Hackitt, emphasises that: "This is not HSE's strategy. It is for the whole of the system and everyone in it." With much of the "knowledge" needed already present, she said the "message... is about being smarter - not simply doing more" and that while the HSE will remain the "prime mover", it will increasingly act as an "enabler". Perplexingly, Hackitt, who has led the HSE Board since 2007 and was a commissioner with its predecessor for five years before that, also accepted: "Too much complexity and bureaucracy has built up around health and safety."
