The Black Sea small-tonnage market is still dominated by negative sentiments. Given the presence of spot tonnage, charterers continue to lower rates insistently even despite a further increase in bunker prices, snowfalls in Ukraine, Russia and Bulgaria, as well as the refusal of some European owners to work ex Ukrainian ports due to the threat of armed conflict.
