Collaboration and its challenges

The variation in tender and contract size in highways has never been greater or more diverse as public bodies strive to seek ever more 'efficient' mechanisms to secure services. We are witnessing structural change that compels some local authorities to pool their resources in order to work collaboratively, committing to larger projects and offering up larger contracts in a bid to deliver improved and more efficient services. Others, without the geographical or political concentrations that facilitate combination, employ a variety of structures to ensure the effective delivery of highway maintenance.
