Highways England battles the tide over safety

Highways England's road safety targets for the first Road Investment Strategy (RIS) cover both a fall in the number of serious casualties and work to improve the inherent safety of the strategic road network (SRN). It currently looks set to miss targets under both categories - or it was until COVID-19 significantly cut traffic levels and crashes. The Government-owned company's key performance indicator for road period 1 (RP1) is a 40% cut by 2020 in the number of people killed or seriously injured (KSI) against the 2005-2009 average baseline.
