National incentives

At least nominally, Venezuela offers both foreign and domestic investors a full and equal range of investment incentives, including tax exemptions, special credit financing, export incentives and debt-equity swaps. The federal government operates a number of state-run lending institutions that focus on micro-, small and medium-sized businesses. Corporacion Venezolana de Guayana, the state industrial-holding company, also offers investment incentives as do many states and municipalities. Nevertheless, the real value of these incentives is waning. Corruption and poor management have traditionally hampered these bodies, and the loan default rates at public lending institutions often exceed those in the private sector. Given the current economic and political turmoil in the country, there is little to no evidence that the Maduro government is actively promoting its formal investment incentives.
