Regime change?

A recent Commission report underlined that cutting public sector expenditure is one of the major benefits of complying with the public procurement rules. In fact, the report announced, the difference between applying or not applying the EU public procurement rules can at times be as great as 34 per cent. This figure alone, however, is not motivation enough for contracting authorities to adhere to the rules and procedures set out in the public procurement rules. As a result, there is a definite need for a remedies regime to ensure that decisions taken by contracting authorities in the course of award procedures are reviewed effectively and as quickly as possible.
