Martin Hobbs, resilience boss at the Highways Agency, opens his presentation at the National Traffic Operations Centre with a rare satellite photo taken in the winter of 2010/11. It shows the entire Highways Agency network - indeed the entire British Isles - covered in a blanket of snow. "It's not often we're faced with that," he says. "But it shows what we could be up against - and what we need to prepare for."
