SHIPPING spoke and someone in the European Union, it seems, has listened. This week a set of leaked draft amendments on the emissions trading system seemed to deliver much of the industry's new-year wish list. Chief among them was recognition that charterers, not owners, should pay for the credits when the EU's carbon market is extended to shipping because their decisions - such as what fuel to buy, where to sail and how fast - affect a ship's carbon dioxide emissions.
