Russia's scrap exports under threat of restrictions again

Russia's steel scrap exports are at risk again as quotas for exports outside of the EAEU may be reintroduced in Russia from August 1. The overall quota for the remaining part of 2020 is expected to be set at 995,000 t (about 1 million t in 2019). Like in 2019, the quota will be distributed between the exporting companies in proportion to their sales over the last three years (2017?2019) with the specific adjustment coef? ficient applied for every region of Russia. This initiative was proposed by a number of Russian scrap consumers that refer to a scrap shortage in regions and a sharp drop in scrap collection, in part due to measures introduced to combat the COVID?19 pandemic. At present, the introduc? tion of quotas is under consideration by Russia's Ministry of Economic Development.
