This is the wave of the future, because it feels like the inter- national policy regime is changing from its more top-down structure of the Kyoto protocol to a system that is more of an enabling international policy structure. It needs to ensure integrity across all systems, while allowing a lot of flexibility for countries to link their systems in bilateral agreements, eventu- ally growing into broad multilateral arrangements.
