EU considers new certificate CCS-ETS linkage

The European Commission is consider- ing a certificate system to push carbon capture and storage (CCS), which would be linked with the EU emissions trading scheme (ETS). The idea is part of a wider plan to kick-start investment in industrial-scale CCS demonstration projects because the commission's attempt to fund pro- jects through the EU ETS new entrants reserve (NER300) has so far failed.
