Cybersecurity provisions in trade agreements are likely to evolve from "aspirational" to more elaborated and binding as the issue becomes a greater focus of trade policy, analysts tell Inside U.S. Trade. "It's new to do anything on cyber in trade agreements," said Joshua Meltzer, senior fellow at the Brookings Institution, in a recent interview. The U.S. has negotiated provisions related to cybersecurity in the U.S.-Mexico Canada Agreement and in a digital trade agreement with Japan reached in 2019. In those agreements, the U.S. set out what Meltzer describes as largely "aspirational" language involving cybersecurity.
