China has unveiled new energy targets in its latest five-year economic plan, with total energy consumption likely to expand by over 4% annually from now until 2015. A draft of the 12th Five-Year Plan from 2011 to 2015 was submitted last week to delegates of the National Party Congress (NPC) - China's top legislature - for review during its annual meeting, which ends on Mar. 14.
