Development-oriented development cooperation (Programme based approaches), Programme-oriented joint financing, Poverty Reduction Strategy Papers, these terms are clear indicators of the reform process taking place in international cooperation. A major objective for this process is to ensure achievement of the Millennium Development Goals (MDGs). The donor community and its partners in developing countries seem to agree that to achieve these goals tighter and above all better coordinated strategies and measures are required. The Sector Investment Programmes (SIP) were the approach initially used, and since the end of the goties Programme-Based-Approaches -PBA are being implemented. Individual projects implemented by numerous bilateral and multilateral donors were no longer to be on the agenda, but instead preference is given to development programmes that are coordinated and administered by the partner countries themselves.
