The economic stability of the country depends to a great extent on the management of its food economy. Besides food is also a politically sensitive issue and any shortage can lead to social unrest. Therefore food security and achievement of self sufficiency in food has always been accorded high priority in the food policy of India. In fact the evolution of our food policy dates back to 1942 when the Bengal famine caased millions of starvation deaths, A further problem was created after independence when about 32 percent of irrigated land in undivided India went to Pakistan, thus reducing the percentage of irrigated land to the total cultivated land in India.
