FEDERALISM AND MINERAL RESOURCE USE

Further implementation of reforms, tapping new reserves for stepping up the rates of economic growth and other reasons initiate proposals on the thoroughgoing revision of practically all components of the mineral resource use: the differentiation of powers concerning subjects of joint authority specified in the Constitution of the Russian Federation (RF), ownership relations, licensing of the mineral resource use, subordinate normative-legal acts, the system and structure of state administration and taxation. The proposals also cover such specific factors as optimal periods of provision of enterprises with explored reserves, principles of making up state balance sheets of mineral reserves, organization and conduction of the geological-economic appraisal of reserves, etc. what all the proposals have in common is either superficial estimates of the actual state of affairs, or their complete lack, or basing on isolated instances.
