Ways of economic revitalization of agricultural enterprises

In 1998 88% of Russia's corporate agricultural enterprises made a loss, totalling some 36 billion roubles. Indebtedness remains high and in many cases bank accounts have been suspended. Planned Government measures for debt restructuring and supportfor development and pricing will help to some extent but will not be sufficient. It is argued that it will be necessary to develop the national market in food and agricultural commodities, reinstate and increase producers' share in the retail price, reorientate production to market requirements, and support efficient producers. Differentiated approaches, on the basis of individual enterprises' financial position, will be needed. Remedial action should move through the stages of halting the decline, therelease of bank accounts, and the re-establishment of economic activity. It should involve the restructuring of both debts and businesses, with responsibility for the social sphere being transferred to local authorities, changes in enterprises' internalrelations, and such reorganisational measures as division of assets and formation of affiliates. Where enterprises have become insolvent, special measures and funding will be needed to re-establish them. It will also be important to analyse and disseminate information arising out of positive experience.
