ALA's Midwinter Return to Washington

In the wake of the expansion of its Washington Office and recent legislative victories, ALA returned to Washington, D.C., for the first time in eight years for its 1997 Midwinter Meeting February 14-20. Last June's federal court ruling against the Communications Decency Act, followed by passage of the Library Services and Technology Act and an FCC call for discounted telecommunications rates for libraries as "universal service" providers, made the capital a hospitable setting for ALA's return. The political tone of the meeting was also reflected in the appearance of high-level Clinton-adminstration officials at the President's Program.
