東北地方太平洋沖地震発生当時の大阪湾圏域自治体の対応?支援状況と今後の津波対策の課題

摘要

In this paper, the correspondences of local governments around Osaka bay area in the event of 2011 Tōhoku earthquake and tsunami and future tasks for the big earthquake which may strike the Kinki region in near future were examined. In addition, human and material supports by Union of Kansai Governments after the 2011 Tōhoku earthquake and tsunami were reviewed. From the results of interview survey for local governments around Osaka bay area, it is clarified they work towards the fundamental review of software countermeasures such as evacuation route and area. As for human and material supports by Union of Kansai Governments, it was clarified that the needs for local residents vary considerably with time. Therefore, it is important not only to keep the human and material resources for the widespread disaster but also to transport surely them.
