The outgoing Nigerian Petroleum Minister managed to cause controversy even as she left office when she handed over operatorship of two blocks from the government to private firms. Diezani Alison-Madueke's last act before leaving government was to give Elcrest control of OML 40 and Neconde Energy control of OML 42. The two companies had bought the blocks from Shell but at the time of the sale government subsidiary NPDC had used its right of pre-emption to take over operatorship.
