IATA Panel Reveals Some Progress to Level Airport Playing Fields

How do you enable competition at airfields where monopolies control the refueling services? The recent Aviation Fuel Forum in Singapore of the International Air Transport Association (IATA) provided examples of airports and countries where progress has been made to level the playing field in Mexico, Hong Kong and parts of Africa (JFI Nov.19’18). Within the aviation sector, a monopoly exists wherever there is a single or dominant jet fuel supplier or owner of fueling infrastructure and on-airport storage tanks. Mexico is a prime example of liberalization as energy reforms introduce competition to the upstream and downstream oil sectors, but the aviation business is taking far longer to see any changes.
