THE PARTICULARS: The National Energy Board (NEB) has recommended that the federal government approve TransCanada's $1.29-billion Nova Gas Transmission Ltd. (NGTL) expansion project in northern Alberta.The NEB has listed 48 conditions to be met before the project moves ahead, including the protection and restoration of local caribou habitat. The system would cross three threatened boreal woodland caribou ranges. Natural Resources Canada will now study the NEB's report and its recommendations. The NGTL application is to build and operate five pipeline section loops totaling 230 kilometers and two compressor station additions in northern Alberta.
