The first three months this year were the hardest quarter for China's steel industry since the year 2000, according to sector association Cisa. The 53rd quarter in the 21st century saw a slowdown in the national economy, an "off season" for steel consumption, steel production rising, inventories increasing and the problem of oversupply being more severe than previously, leading to continual price declines for finished products and losses for steel makers.
