U.S. pipe and tube mills operated at 35.9% of capacity in November based uponpreliminary shipment data. This is a decrease of 1.7 percentage points from the October rate onceadjusted for final U.S. domestic shipments. At this time last year, the average operating rate was28.8%. These figures encompass all U.S. mills.
