Mexico’s government wants to show that it is listening to the oil industry’s concerns without compromising the transparency of its historic upstream opening. But officials acknowledge the challenge of ensuring a level playing field with state-owned Pemex and overcoming a legacy of corruption. Upstream regulator CNH plans to consolidate some of the 169 onshore and offshore blocks that will be offered in a first bidding round next month, deputy oil minister Lourdes Melgar tells Argus. Mexico is preparing to offer shallow-water blocks in early November, with bidding due in May.
