US president Donald Trump is hailing a “great American comeback”. The phrase, used in his State of the Union address to Congress on 4 February, is meant to showcase his claimed economic achievements ahead of elections in November. These include reaching “energy independence”, as the US has become a net oil exporter. But Trump is also celebrating a personal comeback after his impeach- ment trial in the Senate ended, predictably, in his acquittal. The Republican party is energised and his congressional allies have tacitly endorsed White House legal arguments claiming largely unfettered powers for the presidency.
