This circuit produces an output which has a frequency that is an integral fraction of the input signal, and maintains the 50% duty cycle present at its input, as long as it receives a square wave. Otherwise, it produces a divided frequency signal with a duty cycle closer to 50% than the one at its input. I tried to keep the circuit as simple as possible, while also allowing frequency division by any integer value with no circuit changes. It is not particularly sensitive to the signal frequency either. One advantage of a divider with a 50% duty cycle output is that it is relatively easy to filter that output to give a sinewave.
