RF Signal Generator needs a load to test power switch

I am partway through building the AM/FM/CW Scanning Signal Generator project (June & July 2019; siliconchip.com.au/Series/336). I have reached the point in construction where the article suggests "Early Testing". Following the instructions, I took the opportunity to test the power switching and connected a 12V DC supply. When I pushed S3, 4.9V DC appeared at JPl as outlined in the text. But when I pushed S3 again, the unit did not switch off.
