In early 2019, most Class 1 railroads implemented "precision schedule railroading," a set of policies and practices designed to improve efficiency by increasing the velocity of rail shipments. Recyclers welcomed the idea of better service, but what followed were substantial increases—in some cases, between 600% and 1,000%—in demurrage and accessorial charges. The charges and related operational changes resulted in widespread complaints to the Surface Transportation Board, the agency responsible for regulating the railroads.
