Outgoing presidency identifies the issues in CAP budget framework

Spending commitments, redistribution of aid and the 'greening' of direct payments will be among the main bones of contention when member states fight over the long-term future of the CAP budget, says the outgoing Polish EU Presidency. Lack of clarityover the overall allocation of national envelopes for the CAP in 2014-2020 -for both direct aids under Pillar One and Rural Development funds under Pillar Two - are a concern for many governments, according to a report presented to foreign and European affairs ministers last week. "National envelopes [including for the CAP] are one of five or six outstanding issues," stated Polish secretary of state for European Affairs Mikolaj Dowgielewicz, who said he was confident that "many things" will be agreed bymid-2012.
