But the decision was only reached after an emergency meeting of EU foreign ministers to overcome Austria's last-ditch resistance to embracing eventual Turkish membership. "Today is a milestone in the relationship between the European Union and Turkey," Commission President Jose Manuel Barroso said after the historic decision was taken. Barroso said the EU had decided to open discussions, despite strong opposition from Austria in particular, to help create "a stable, modern and democratic Turkey".
