That fear is entirely understandable. Provincial and federal civil servants can easily harass or even cripple a petroleum company, whether it's a producer or a service operator. Applications can be queried or delayed, audits undertaken, hearings called, vehicles pulled over for inspection — the possibilities are virtually endless, and absolutely no rules would be broken.
