Both NorthStar and now Holtec International could see their companies holding title to spent fuel at a handful of US reac- tor sites that they are purchasing well beyond when the reac- tors are dismantled, meaning the companies stand to collect money from the US Treasury for spent fuel management up until the US Department of Energy (DOE) takes ownership of the waste. The purchases of shuttered reactors by these firms therefore serve as a hedge to Holtec and to NorthStar’s parent company, ensuring that both receive federal funds for spent fuel management while Holtec and a NorthStar affiliate apply for licenses to operate their respective proposed inter- im storage facilities.
