The European Commission proposed an earlier proposed delegated act (DA) including a gradual phase-out of biofuels with a high risk of indirect land use change (ILUC) until 2030 under the Renewable Energy Direct II (RED II) framework in the Official Journal from May 21, 2019. The promulgation follows the end of a two-month scrutiny period. The regulation shall enter into force on the twentieth day following that of its publication in the Official Journal. Under the DA, palm oil falls under the high risk ILUC category, following concern over deforestation in producing countries (mainly Indonesia and Malaysia).
