Did legislators know what they were voting on in 2018 when they passed Public Act 359, the law that created the Mackinac Straits Corridor Authority and lead to the authority's approval of the tunnel agreement? The courts say yes. Michigan Court of Claims Judge Michael Kelly ruled on Oct. 31 that Public Act 359 of 2018 is constitutional. This ruling could have paved the way for the tunnel project to proceed, however, Michigan Attorney General Dana Nessel filed a Claim of Appeal on Nov. 5 in the Michigan Court of Appeals.
