Disputes Proliferate Over Gulf South’s Suspended No Notice Service Rate Design as Suspension Period Expires at FERC; Stakeholders File Emergency Motions and Indicated Shippers Claim Pipeline’s Preliminary Invoicing Process Needs Fixing
Responding to emergency motions filed at FERC from stakeholders seeking rehearing, immediate relief, and an expedited technical conference, Gulf South Pipeline Co., LP (RP15- 65) claimed in an answer filing on April 29 that the matter was “an ordinary” section 4 rate case despite the protests, and its rate design by law must go into effect on 5/1/15. Gulf South in a defensive move submitted its own motion on April 29 asking FERC to replace its suspended tariff records with alternate tariff records and to put the tariff into effect on 5/1/15 (effect motion).
