FERC Sets West Texas Gulf’s Market-Based Rate Request for Hearing on Destination Markets

The Commission determined in a February 21 order that West Texas Gulf Pipe Line Co., LLC (OR19- 22) lacks market power in the Permian Basin origin market, and set for hearing the issue of whether West Texas Gulf has the ability to exercise market power in the Gulf Coast and Tyler destination markets. The Commission concluded that the evidence presented was insufficient to permit a determination that West Texas Gulf lacked market power in the proposed destination markets, and set the issue for hearing.
