Since 2010, California has been the only state in the country with a law, AB2398, governing the disposal of postconsumer carpet (PCC). But, on Oct. 14, Governor Brown signed AB1158 into law. It is an amendment to AB2398, requiring 24 percent of PCC be recycled (but not as waste to energy processes) by Jan. 1, 2020 along with other changes.
