Chemical Demilitarization-Assembled Chemical Weapons Alternatives (Chem Demil-ACWA)

This December 2018 SAR details changes to cost, schedule, and performance since last reported in the December 2017 SAR for the Chem Demil-ACWA program. Chem Demil-ACWA is responsible for the safe destruction of 3,136 tons of mustard and nerve agent stockpiled at the Blue Grass Army Depot in Kentucky and the Pueblo Chemical Depot in Colorado. The Blue Grass Chemical Agent-Destruction Pilot Plant (BGCAPP) is currently testing and validating systems and procedures, as part of the systemization phase. The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is in pilot testing, a phase in which munitions are gradually introduced into the plant leading up to full-rate agent destruction operations. As of March 11, 2019, the PCAPP safely destroyed 623.1 U.S. tons of agent. On September 10, 2018, Mr. Michael Abaie was named Program Executive Officer, Assembled Chemical Weapons Alternatives (PEO ACWA). The PEO ACWA continues to evaluate various options, including the potential use of additional Explosive Destruction Technologies (EDT), to accelerate munitions destruction. Chem Demil-ACWA found that the Static Detonation Chambers (SDCs), an EDT that will be used at the BGCAPP, would accelerate munitions destruction while enhancing worker and community safety. Chem Demil-ACWA is procuring three SDCs for the PCAPP and is evaluating additional SDCs for the BGCAPP.
