The nexus of terrorism and nuclear weapons has manifested itself in dramatic fashion in the mountains of the disputed territory of Jammu and Kashmir.A Feb.14 attack by the Pakistani-based terrorist group Jaish-e-Mohammed(JeM)that killed 42 Indian soldiers has escalated into a series of air strikes between the two nuclear-armed states in which”all options”remain on the table.The Pakistan-India confrontation comes at a time when the global tolerance for the use of Al-Qaeda-affiliated Islamist groups as proxies in various regional conflicts is high,and the international community is trending away from nuclear arms control.This hands-off approach toward both Islamist extremism and nuclear proliferation has contributed to the sudden rise in tension in Jammu and Kashmir,which threatens to spin out of control at a time when there are limited diplomatic options in place to contain it.
