Missed Pemex targets raise doubts for 2020

Mexican president Andres Manuel Lopez Obrador’s pledges to put state-owned Pemex back at the centre of policy have worried investors that had banked on joint public-private op- portunities. But a little more than a year after the president took of- fce, there are few signs of a revitalised state energy industry, despite increased budgets for exploration and production and a reduction of the company’s fscal burden. Whether this will eventually open the way - or force the government’s hand - for more private investment is unclear.
