Until 1993, the Indian lubricants industry was controlled by the government, with the Oil Coordination Committee (OCC) overseeing all aspects of the industry. The industry was dominated by the Oil Public Sector Units (PSU): Indian Oil Corporation Ltd., Hindustan Petroleum Corporation Ltd. and Bharat Petroleum Corporation Ltd. Castrol was the only major private sector player in the industry.
