IDENTIFICATION OF CRIME HOT-SPOTS WITH REFERENCE TO CRIME AGAINST CHILDREN, WOMEN AND SENIOR CITIZENS INUTTAR PRADESH, INDIA

Crime is an act, which is punishable by Law. It may occur by any prohibited means on any person, property, etc. But the weaker sections of the society are always the soft targets for crimes by the criminals. In this paper we have detected those placesor group of districts called clusters which are statistically significant in respect of high crime rate. This study focuses on finding out the hot-spots through Scan Statistics methodology of clustering. The analysis is carried out through SaTScan software. For finding the hot-spots, the scanning of crime cases is done through simulation. The crime cases are assumed to follow Poisson distribution. The expected and actual reported cases are compared using likelihood ratio test. This methodology is quitepopular and useful in studying and finding high/low rate clusters of the crimes, diseases, etc. The study is carried out specially for the weaker sections of the society i.e. Children, Women and Senior Citizens. We have used published data sets of StateCrime Record Bureau, Uttar Pradesh Police for the year 2014. The outcomes could be of particular interest to safeguard these sections of the society and for confidence building among children, women and senior citizens in the hot-spot districts.
