Steel caucus co-chair defends global tariffs with product exemptions

Rick Crawford (R-AR), co-chair of the Congressional Steel Caucus, sees global tariffs as necessary to curb China's behavior in the steel and aluminum markets and wants the administration to focus any Section 232 remedies on products that are consistently dumped into the U.S. market, he told Inside U.S. Trade last week. In an interview, Crawford said the key concern for the administration was Chinese transshipment. Any country exclusions, accordingly, would fuel China's behavior by allowing it to reroute products through countries not hit with the Section 232 remedies.
