House members are seeking signatures on a letter demanding that USTR upgrade its transparency rules ahead of the NAFTA renegotiation, reiterating complaints made about guidelines formulated by the Obama administration that were required under the Trade Promotion Authority law. The Democratic-led letter, which began circulating on Capitol Hill on Aug. 3, calls on the administration to develop improved transparency policies in several areas: access to negotiating texts for congressional staff and members of the trade advisory committees; access to particular types of negotiating texts - labor action plans, for example; access to the final text of an agreement; and access to U.S. negotiating proposals. It also addresses the rote of the USTR chief transparency officer.
