USDA Official: TPP Will Have 'No Bearing' On Sugar TRQ Holders' Access

A senior Obama administration official here this week said nothing the U.S. negotiates in the Trans-Pacific Partnership (TPP) will undercut the market access opportunities for sugar producers in Africa, the Caribbean and elsewhere who hold rights to ship to the U.S. under a global tariff-rate quota (TRQ). "Those holders have a quota that they can ship to the United States per the [World Trade Organization]," U.S. Agriculture Under Secretary Michael Scuse said in an Aug. 5 interview on the sidelines of the annual International Sweetener Symposium. "So anything that we do has no bearing on their ability to ship their quota."
