It's possible, if one has the time, to unlock a typical personal computer by using USB to connect a device that generates random key codes and inputs them in a brute force manner. However, burner phones (prepaid phones that can be discarded after use) used by criminals cannot be unlocked in most cases unless the buttons on the screen or the key on the body are used to input the code.
