Domestic refners face a serious dilemma heading into the 2020s, as new fuel regulations and a wave of new project sanctions directly threaten to undermine their operations. In light of the impending changes, Pakistan can either choose to undertake massive upgrades of existing refneries or sanction newbuilds, both of which would require investment in the billions.
